I also recommend taking a boaters safety course. It'll outline laws and regulations in your area and insurance companies usually offer a discount if you've taken one.
Upkeep is like any other thing. Gas, oil changes, washing, changing spark plugs, etc. If you take care of it, it'll be more dependable.
